BACKGROUND SUMMARY

Nationally recognized as an expert and lecturer in fire and building safety specializing in the development and application of building and fire codes with a particular emphasis on hazardous materials.  Experience includes serving as chief executive and chief engineer of an international model code organization, senior fire protection engineer for embassy construction under contract with the U.S. Department of State, and fire protection engineer for a major metropolitan fire department.

Serve as chief executive and lead engineer of the firm, which provides specialized consulting to businesses and government agencies in development and application of model codes.  Areas of specialization include advocacy in model fire, building, mechanical and electrical code development with particular expertise in hazardous materials and flammable and combustible liquids; fire- and life-safety analysis; development of alternative methods of compliance; product design and approval guidance; forensic analysis; expert testimony; and development and delivery of professional development seminars.  Clients include several major international chemical manufacturers and distributors, semiconductor manufacturers and trade associations.

IFCI Coordinator                                  

International Fire Code Institute

Served as chief executive officer of the International Fire Code Institute (IFCI), an international public service trade association of approximately 1,500 members.  Directed all organizational operations, including administration, operations and finance.  Specific program areas included managing development and publication of the Uniform Fire Code, the fire code utilized in 25 states; inter-organizational relations with several national building and fire service organizations; membership services; marketing and promotion activities; educational seminars and certification programs; and meeting services.  Also served as Executive Editor of the IFCI Fire Code Journal magazine.

Fire Code Coordinator                          

International Conference of Building Officials & Western Fire Chiefs Assn.

Served as chief engineer responsible for overseeing development of the Uniform Fire Code, issuing formal interpretations, developing and instructing professional development seminars, and assisting with development and enforcement of fire- and life-safety provisions in the Uniform Building Code.  Performed as national expert counsel to users of the Uniform fire and building codes, including authoring and issuing official interpretations and developing sections of the Uniform Building Code Handbook.

Manager, Fire and Life Safety              

System Planning Corporation

Administered the Fire and Life Safety Program for a $2.9-billion international construction project for the United States Department of State.  Designed and executed the fire- and life-safety program for new embassy construction in 22 countries.  Integrated safety with design, construction, security, quality assurance/quality control, and operations and maintenance programs for embassy development projects.  Served concurrently as Senior Investigator on the Major Fires Investigation Team for the United States Fire Administration.

Assistant to the Fire Marshal      

City of Fort Worth, Texas Fire Department

Directed the Fire Prevention Bureau Technical Services Division for the fire department, which operated 32 fire stations having 700 uniformed personnel and a budget of $30 million per year.  Coordinated engineering, plans review, inspection, testing, and approval of fire protection for all construction within the city's 260-square-mile jurisdiction.  Managed fire code development and adoption activities.  Negotiated fire department interests with developers, architects, engineers, and contractors on matters of code application and enforcement.  Assisted with planning, budgeting, and designing and presenting training courses for fire suppression and inspection personnel.  Supported fire investigations in determining cause, origin, and technical aspects of major fires.

Independent Research Engineer   

U.S. Consumer Product Safety Commission

Designed, conducted, and documented a special contract research project to evaluate the ignition potential of electrical distribution systems surrounded by thermal insulation.

Fire Service

Experience includes both fully paid and combination paid/volunteer departments.  Gained diverse experience in fire-ground command and operations and fire prevention.  Conducted and reported on several hundred hours of commercial fire prevention inspections in a multitude of occupancy types.

EXPERIENCE - PART TIME

Adjunct Faculty Member              

United States National Fire Academy

Instructed courses in master planning encompassing risk analysis and fire service resource management.  Also instructed courses in fire prevention.  Courses include both field delivered and academy programs ranging from 2 days to 2 weeks duration.  Students included fire service professionals from throughout the United States.
