International Code Consultants (ICC) is a consulting engineering firm founded in 1995 by Jeffrey M. Shapiro, P.E., FSFPE following his retirement from the position of Chief Executive of the International Fire Code Institute. The firm is based in Austin, Texas.

ICC specializes in building and fire code development and application with particular emphasis on hazardous materials and hazardous occupancies. The firm’s client list includes several major international corporations in the chemical, semiconductor and manufacturing industries as well as attorneys, developers, architects and engineers.

ICC’s services routinely involve analyzing client needs for the purpose of developing and advocating solutions to regulatory problems.
